Every two years the Wyoming Legislature works on a 2 year budget for the State of Wyoming. The Budget Session is only 20 days old, and is designed to deal first and foremost with the budget. However, non-budget bills can be introduced during a budget session, but they must receive a 2/3 vote of the body for the bill to be received for introduction. The sponsor of the bill is allotted 2 minutes to explain why the bill is timely and needed now and cannot wait until the 40 day General Session next year. Thus a non-budget bill that makes it through introduction during the budget session is considered by the legislature to be timely and important and cannot wait until next year.
Of the 128 bills filed in the House of Representatives, 47 failed to receive the necessary 2/3 votes to be introduced and 81 did receive the necessary 2/3 votes to be introduced.
